The author sees the implementation of this condition as follows: 1) the choice of such form of organization of the process of training as an agricultural educational cluster, as well as the development and strengthening of intra-cluster relations; 2) a competence-based approach to the result of education, clarification of the composition of General cultural and highly specialized competencies; 3) the use of technology of dual training, which allows to strengthen the links between educational and industrial agricultural clusters. These three factors will help to increase the level of creativity of future professionals and the emergence and development of innovative agricultural projects. The Belgorod region is a region with highly developed agro-industrial production, which constantly needs to be replenished with highly qualified specialists, who are able to quickly join the rhythm of the enterprise&amp;#39;s work, ready to implement relevant agricultural projects. Naturally, the development of an agrarian educational cluster in this region, which is formed under the auspices of the Belgorod State Agrarian University, combining school agricultural classes, secondary special educational institutions of the region and enterprises of the agro-industrial complex of the region. The technologies of dual training used by the University for more than 10 years transfer part of the lessons to the production sector, laboratories and workshops created on the basis of the University; experienced farmers-practitioners are involved in the management of research work of students. The most popular competencies in agribusiness are practical and creative, allowing the young specialist to quickly get involved in the work of the enterprise, to approach it creatively, to offer and develop their own innovative agricultural projects.</p></abstract><trans-abstract xml:lang="en"><p>One of the key conditions for the development of modern agricultural projects is to improve the quality of training in the field of higher professional agricultural education.
