The aim of the survey was to determine the role of social values as factors of prevention of violations of service behavior in internal affairs agencies. All employees were divided into three groups depending on the characteristics of the recorded violations of discipline: group I &amp;ndash; 22 persons with administrative offences (mean age 33+1.8 years), group II &amp;ndash; 36 employees with addictive behavior (average age 33+2,4 years); III group &amp;ndash; 40 persons with violations of the rules of work hours (average age 32+2,1 years). The experimental psychological examination was carried out, using the method of Sh. Schwartz, in order to build a profile of personal values in accordance with their significance for a person and the method of moral dilemmas of Kollberg to determine compliance with the pre-conventional, conventional or post-conventional level of moral development of employees. It is shown that violations of the law by employees of internal affairs agencies are committed in the groups of employees with the lowest level of development of moral norms. Violation of the law in situations where there is a chance to avoid punishment is an unspoken norm for such groups, which is followed by the majority of group members. Social values are one of the key factors of prevention of violations of service behavior of employees of law-enforcement agencies. It is offered to use the received results for methodical and practical developments in the field of value and normative regulation of group behavior in the system of law-enforcement agencies, and also the organizations with strict regulation of professional behavior by the codified norms.</p></abstract><trans-abstract xml:lang="en"><p>The paper discusses the results of a complete survey of 98 employees of the internal affairs agencies belonging to the group of increased psychological and pedagogical attention (GIPPA) in connection with the presence of violations of service discipline.
