The author explains why the persons with disabilities become the victims of adverse conditions. A consequence of the orientation of the state and society on the medical model of disability, according to which disability is seen as a disease, is the isolation of a child with disabilities from society in specialized institutions. The paper describes the experience of Belgorod Region in the implementation of inclusive education of children with disabilities.</p></abstract><trans-abstract xml:lang="en"><p>The article touches on the problem of socialization of children with disabilities.
