Patriotism in the structure of values of civil servants

Introduction. The prospects for the political, socio-economic and cultural development of our country are largely determined by the activities of civil servants, the leading quality factor of which is the content and structure of their values and the motives formed on the basis of these values. The value of patriotism is considered as one of the most important values for public service. At the same time, its real position in the structure of values of modern Russian civil servants has not been studied. The purpose of the work: to identify the place of patriotism in the structure of values of modern Russian civil servants. Sampling and methods. The study involved 219 heads of regional and municipal government bodies and 653 heads of budgetary organizations in the field of education, health and culture. A modified version of the "Unfinished Sentences" methodology and content analysis at the stage of processing the results were used. Results. It was established that the values of public benefit, including patriotism, occupy an insignificant place in the structure of values of civil servants, and they occupy the lower levels of the hierarchy in importance. At the same time, in the minds of the study participants, the value of patriotism appears either in its emotional aspect, as love for the Fatherland, or in its behavioral aspect, as a desire to serve the Fatherland. It is shown that the value of patriotism in the minds of the study participants is closely interrelated with the value of professionalism. It is revealed that in the spheres of responsibility, needs and goals of civil servants, the value of patriotism rises almost to the upper levels of the value hierarchy. The factors that make it difficult for civil servants to form the value of patriotism as highly significant are described. Conclusion. The study showed that patriotism occupies a peripheral position in the structure of values of civil servants, while acting as a strong motivator in such areas of their life as responsibility, needs and goals.
